a reverb effect is supposed to simulate the natural reverberatinos of sound in some kind of space depending on the setting (hall, plate, room, spring)
delay is different because you can hear individual echos.
a little reverb can be used on pretty much anything to make it sound better. use delay when you want to hear echos

Expanding on J1: Reverb can give you the feeling of recording in different locations. Outside, Inside,Wooden rooms vs brick hallways..ect...! You know that good sound you get in the shower or in a old high school bathroom thats Reverb and like J1 said a lil bit of the right one can help almost everything sound better.
Delay/Echo- is more like distinctive repeats of a selected sound. Echoes can very in length and time between repeats.
Theres no exact science to either of these effects, really just playing with them there settings and there effects in different situations is the best way to learn how to apply them.
